AT&T has no choice but to upgrade slowly and cautiously, since their 3G service covers both voice and data. Since Verizon's 3G/4G data is independent of their CDMA calling network, 3G problems don't affect calling like they do with AT&T. AT&T no longer claims it has the fewest dropped calls, thanks to its 3G network.
